A month or so ago, local realtor Rich Tyson submitted an article about Rochester’s active North Winton Village and showed a home-buying opportunity for anyone who might be looking for a great deal in a great city neighborhood.
Some people saw this as a cheap “knock-off” of what the Landmark Society does in the City Newspaper each week. To that I say, so what? This was not intended to be a knock-off. But if that’s how you feel, stop reading. On the other hand, if you’re interested in learning a bit about Rochester’s various neighborhoods and in seeing the full range of what Rochester’s real estate market has to offer, enjoy.
The homes featured by Landmark Society are fantastic architectural specimens. The homes featured by Rich Tyson are not perfect, but they are also great city homes that need good owners. Welcome, readers, to the first of a three part series on Charlotte. This first part will serve as an introduction to the series and a brief history of Charlotte. The second part will be a survey, in the engineering sense, of the current state of Charlotte. It will include the demographics of the neighborhood and the built environment, as they exist today. Finally, the third part will layout a vision for Charlotte that works to harness all of the potential of the neighborhood. This final part will be broken into recommendations for residential and commercial development, transportation, and governance.
The plans described here will be ambitious, but we shouldn’t let ourselves shy away from ambition – as you may know, Charlotte has recently been in the news over some redevelopment plans. While Filling-In believes both plans have virtues, they both have numerous weaknesses as well. Because we are unassociated with any of the plans currently in play, and will believe they are built when we see it, the plans presented here will assume they did not happen, and instead will show a different vision of Charlotte’s future.

Friday, March 18, 1910. 1:55 P.M. – President Taft, on his way to Rochester from Chicago, makes a quick stop in Buffalo. He steps off the train to greet an exclusive few; the leaders of Buffalo, including their recently elected mayor, Mr. Louis P. Fuhrmann (an avid baseball fan), some newspaper reporters, Mr. George Dietrich, the Chamber of Commerce President of Rochester, and last but not least, Rochester Mayor Hiram H. Edgerton. The latest Midtown renderings from Buckingham Properties are a promising sign of things to come. Still, it’s difficult to ignore this 18-story skeleton which has been looming over Rochester’s streets since 2011. Rochester’s landmark Holy Rosary Church and Catholic school complex at Lexington and Dewey Avenues has been rehabilitated for new residential units and a large community space in the former church. The $15 million project by Providence Housing Development and SWBR Architects was made possible with equity provided by Enterprise Community Partners, City home-renovation grants & loans, and a payment in lieu of taxes agreement.
At the time of the groundbreaking in August 2012, Congresswoman Louise Slaughter praised Providence Housing for bringing “affordable, attractive housing to a community that eagerly awaits such good news.” Well, wait no more. The ribbon was cut this past November, and the historic church buildings have emerged as 60 units of much needed affordable housing and community space…
In 2013 I gave myself a photo assignment. Pick 13 subjects, and take 13 snapshots of each… 13x13x13. At some point during the project I decided it’d be much more interesting to open this assignment to anyone who wants to participate. I’m glad I did. The following series of 13 comes from local photographer Arleen Hodge . These are portraits of 13 Rochesterians she’s met on the streets. Arleen says she is grateful to call these people her “friends.”
“They all have stories and they are truly a great bunch of men who are suffering another facet of the human condition,” Arleen reasons. “When I’m shooting underground for a night, these guys look out for me. There are those who are quick to judge… but these would be the guys to jump in and save your life.”
I can think of no better subject for this merry time of year – and less than a week after we were forced to face the facts; that Rochester stands as the fifth poorest city in the United States. It’s not just a city problem. According to that report by The Rochester Area Community Foundation, 160,000 people living within the nine-county region are living in poverty. These are our neighbors. Welcome back, readers. It’s been a while. Today I’d like to look at a project that we could bring into the pipeline almost immediately. I say could, because there are almost assuredly zoning issues with what I’m proposing. That said, we could still get rolling on it immediately, because the site happens to already be on the market for $10,000! Let’s see what we’re getting for our money, what we’re building, and some numbers on the whole thing…
I was thinking about our collective reactions to the proposed D&C building, and the completed Windstream building. Clearly both buildings are more modest than what many of us hoped to see in this key downtown site (and what the zoning code spells out for downtown). It’s an issue that I think applies to all infill development downtown, and the ideas behind Incremental Urbanism shed some interesting light on it.
Recently, RochesterSubway.com asked Facebook fans who they were voting for in the upcoming race for Mayor. The results are in. Statistically speaking, no one should read too much into this crudely constructed poll. But it did attract some rather interesting results.
If this race were decided on Facebook likes, Tom Richards (Independent) wins hands down with 23. Alex White (Green) finished with 7. And Lovely Warren (Democrat) pulled in 2 (and one person voted for all three candidates). Richards also had the edge with the shear number of comments left.
If anything can be taken away from this, it’s that Lovely Warren supporters were missing in action. Not one positive comment was left for Warren. Either they don’t read RochesterSubway.com, or they are busy on the campaign trail. We’ll know for sure tomorrow night.

After the Erie Canal was rerouted south of downtown Rochester, the Rochester
Industrial & Rapid Transit Railway (the subway) was built in
its place as a link between the five different railroads and interurban trolley
lines that served the Rochester area. As the industrial landscape of Rochester
changed, and highways replaced the railroads, the Rochester subway gradually
became a relic of a bygone era. In 1956 the subway was abandoned and much of
its route was converted into Interstate 490 built to connect Rochester
with the New York State Thruway (I-90). Read more about the history of the Rochester Subway.
