It was last updated in 2003.\" width=\"406\" \/><\/a><br \/>\nLast night the City of Rochester held the first of two informational\/public input sessions for the new <a href=\"http:\/\/www.cityofrochester.gov\/CenterCity\/\" target=\"_new\">Center City Master Plan <img decoding=\"async\" style=\"position:relative; top:2px;\" alt=\"external link\" src=\"https:\/\/www.rochestersubway.com\/images\/icon_link.gif\" width=\"15\" heigth=\"11\" border=\"0\"><\/a>. This meeting was primarily intended for residents of downtown, although many people who work or live outside the inner loop also gave input.<\/p>\n<p>I listened for about an hour as many great ideas were put on the table&#8230; &#8220;Plant trees down the middle of Main Street to make it nicer for pedestrians.&#8221; &#8220;Make people feel safer about walking downtown.&#8221; &#8220;Stop demolishing older and historic buildings.&#8221;<\/p>\n<p>Then one resident announced, &#8220;Sometimes I go to the bathroom and I need toilet paper, but the only place to find toilet paper is Wegmans or Tops which are too far to walk to.&#8221; So, simply put, downtown could use more retailers and small grocers \u2013 for life&#8217;s little necessities (i.e. T.P.). Brilliant!<\/p>\n<p><!--more--><a title=\"Why is MOBILITY so far down the list of objectives?\" rel=\"lightbox-centerCityMasterPlan\" href=\"https:\/\/www.rochestersubway.com\/images\/photos\/center-city-master-plan-objectives.jpg\"><img decoding=\"async\" style=\"margin:0px 0px 6px 0px;\" src=\"https:\/\/www.rochestersubway.com\/images\/photos\/center-city-master-plan-objectives.jpg\" border=\"1\" alt=\"Why is MOBILITY so far down the list of objectives?\" width=\"406\" \/><\/a><br \/>\nNow can somebody please explain something to me&#8230; On the meeting handout entitled &#8220;Center City Objectives,&#8221; why is MOBILITY way down the list at #7 \u2013\u00a0right behind enhancing and expanding public spaces? Before I can enjoy all those beautiful public spaces, don&#8217;t I need to GET THERE first? Oh, sure, I could drive there. Duh. <\/p>\n<p>Here&#8217;s the deal; downtown Rochester has an identity crisis. We want it to be a &#8220;real city,&#8221; with shop-lined streets and people-jammed sidewalks. We ask it to be urban. But at the same time we also ask it to be drivable, and SUB-urban. Let&#8217;s look at the facts:<\/p>\n<p><a title=\"Big box stores like this new Wegmans on East Avenue push out smaller grocers for miles around. [PHOTO: RochesterSubway.com]\" width=\"406\" \/><\/a><br \/>\nTo entice businesses to locate jobs downtown we allow <a href=\"https:\/\/www.rochestersubway.com\/topics\/2012\/07\/genesee-north-american-brewery-demolition-photos\/\" target=\"_new\">historic buildings <img decoding=\"async\" style=\"position:relative; top:2px;\" alt=\"external link\" src=\"https:\/\/www.rochestersubway.com\/images\/icon_link.gif\" width=\"15\" heigth=\"11\" border=\"0\"><\/a> to become parking lots.<\/p>\n<p>To make people &#8220;feel safe&#8221; we spend millions to move all the RTS buses (and &#8220;those transit people&#8221;) off Main Street.<\/p>\n<p>To give people access to the little stuff, like toilet paper, we practically beg Wegman&#8217;s to build one of the largest single big-box stores any city anywhere has ever seen.<\/p>\n<p>And after all this, downtown residents still cannot get to the toilet paper?!<\/p>\n<p><a title=\"More than half of what could be developable land in downtown Rochester is currently locked up under parking lots. [IMAGE: RochesterSubway.com]\" width=\"406\" \/><\/a><br \/>\nRochester has tried to make peace with the automobile. Yet businesses are still <a href=\"http:\/\/pqasb.pqarchiver.com\/democratandchronicle\/access\/2737401331.html?FMT=ABS&#038;FMTS=ABS:FT&#038;type=current&#038;date=Aug+16%2C+2012&#038;author=Matthew+Daneman&#038;pub=Rochester+Democrat+and+Chronicle&#038;edition=&#038;startpage=n%2Fa&#038;desc=WebTitle+moves+135+workers+from+downtown\" target=\"_new\">moving employees out of downtown <img decoding=\"async\" style=\"position:relative; top:2px;\" alt=\"external link\" src=\"https:\/\/www.rochestersubway.com\/images\/icon_link.gif\" width=\"15\" heigth=\"11\" border=\"0\"><\/a> because, they say, parking is difficult to find. And people still feel unsafe walking more than a few blocks downtown because vast expanses of parking lots (and garages) create <a title=\"Acres of surface parking lots and facilities like this create giant dead zones throughout downtown Rochester. [IMAGE: Google Streetview]\" rel=\"lightbox-centerCityMasterPlan\" href=\"https:\/\/www.rochestersubway.com\/images\/photos\/rochester-south-avenue-dead-zone.jpg\">dead zones<\/a> where even the homeless don&#8217;t dare roam. And even if we could convince a developer to put a shovel in the ground, sixty-percent of our downtown surface area is undevelopable because it might mean <a href=\"https:\/\/www.rochestersubway.com\/topics\/2012\/02\/does-rochester-have-a-parking-problem\/\">parking spaces<\/a> would be lost.<\/p>\n<p>Before any master plan can begin to help Rochester, Rochester needs to decide what it wants to be. We can be urban. Or we can be sub-urban. We cannot be both at the same time. And we cannot weave a walker&#8217;s paradise through a maze of parking lots.<\/p>\n<p>Okay, good. So we&#8217;ve decided to be urban. Next, we must deal with MOBILITY. Surprisingly, much of the thinking has already been laid out for us in dozens of previous studies, plans and reports&#8230;<\/p>\n<ul>\n<li style=\"margin:0px 0px 0px -10px;\">Let&#8217;s work with RGRTA and neighboring communities to enhance <a href=\"http:\/\/www.gflrpc.org\/Publications\/OTItELU\/Report\/OTITELU.pdf\" target=\"_new\">regional transit corridors <img decoding=\"async\" style=\"position:relative; top:2px;\" alt=\"external link\" src=\"https:\/\/www.rochestersubway.com\/images\/icon_link.gif\" width=\"15\" heigth=\"11\" border=\"0\"><\/a> and to entice more people to come downtown \u2013\u00a0without a car.<\/li>\n<li style=\"margin:10px 0px 0px -10px;\">Let&#8217;s move faster on that <a href=\"https:\/\/www.rochestersubway.com\/topics\/2011\/03\/rochester-you-have-a-bike-plan\/\" target=\"_new\">Bike Master Plan<\/a>. Finish connecting all those broken bike routes. And let&#8217;s get a bike sharing system on the ground, NOW.<\/li>\n<li style=\"margin:10px 0px 0px -10px;\">Let&#8217;s take the <a href=\"https:\/\/www.rochestersubway.com\/topics\/2011\/03\/new-circulator-will-try-to-connect-the-dots-for-downtown-rochester\/\" target=\"_new\">Circulator Study<\/a> off the back burner and let&#8217;s give people a way to move across downtown free-ly and quickly \u2013 without a car.<\/li>\n<li style=\"margin:10px 0px 0px -10px;\">And for Pete&#8217;s sake&#8230; let&#8217;s enforce all the stuff about &#8220;walkability&#8221; and &#8220;designing streets for pedestrians&#8221; that we put in the <a href=\"http:\/\/www.cityofrochester.gov\/WorkArea\/linkit.aspx?LinkIdentifier=id&#038;ItemID=8589955365&#038;libID=8589955352\" target=\"_new\">LAST Center City Master Plan <img decoding=\"async\" style=\"position:relative; top:2px;\" alt=\"external link\" src=\"https:\/\/www.rochestersubway.com\/images\/icon_link.gif\" width=\"15\" heigth=\"11\" border=\"0\"><\/a> ten years ago!<\/li>\n<\/ul>\n<p>You may be asking yourself, &#8220;How will we ever afford all of these dreamy things like bikes and circulators and good urban design?&#8221; And to that I ask, how will we ever afford more of the same old same old?
